About the role
The Health Information Systems and Digital Health Advisor will support Niger's Directorate of e‑Health in strengthening digital health platforms, improving data quality, and ensuring alignment with national e‑Health strategies. The role embeds technical expertise within the Ministry of Health to enhance coordination, interoperability, and sustainability of health information systems.
Key responsibilities
- Coordinate digital initiatives, prepare technical meetings, notes, reports, presentations and monitoring documents.
- Support implementation of the e‑Health master plan, roadmaps, action plans and partner‑supported activities.
- Monitor priority platforms such as DHIS2, eCHIS/CommCare, OpenClinic, mSupply/eLMIS, STELab and dashboards.
- Map data flows, indicators and organizational units; document workflows and apply interoperability standards.
- Improve data quality, analysis, visualization and use for decision‑making in maternal health, child health and malaria.
- Address data protection, cybersecurity, digital sovereignty and service continuity requirements.
- Establish sustainable training, e‑learning, help‑desk services, knowledge bases and skills‑transfer mechanisms.
- Produce and maintain guides, procedures, terms of reference, technical notes, reports and training materials.
Required profile
- Master’s degree (or higher) in computer science, information systems, public health, epidemiology, data management, digital health or related field.
- 5–7 years experience in health information systems, digital health platforms, data analysis, interoperability or technical documentation.
- Experience working with a Ministry of Health or national health program, preferably in Niger, and knowledge of digital sovereignty issues.
- Strong understanding of e‑Health master plans, digital health standards, architecture frameworks and data governance best practices.
- Ability to translate business needs into functional and technical requirements and produce professional documentation.
- Knowledge of maternal and child health and malaria indicators.
