Program Manager I – Emergency Response & Recovery (CWARO)

About the role

Catholic Relief Services is seeking a Program Manager I to lead emergency response and recovery programming across Central and West Africa. The position is remote and supports countries including Niger, Nigeria, Burkina Faso, Chad, Mali, Cameroon, Benin and Togo.

Key responsibilities

• Provide management, guidance and technical oversight for new and existing emergency response and recovery projects throughout the project cycle.
• Ensure project design, start‑up, implementation, monitoring, evaluation and compliance meet CRS standards and donor requirements.
• Coordinate with program offices, partners and technical departments (WASH, Food Security, Cash, Shelter, etc.) to develop hazard‑risk maps, response plans and MEAL readiness.
• Lead readiness learning activities and support rapid response efforts for CRS offices and partners.
• Maintain donor communication channels and contribute to reporting on program impact and lessons learned.

Required profile

• Proven experience managing large, complex humanitarian projects in resource‑constrained environments.
• Strong knowledge of emergency response and recovery cycles, including risk mapping and MEAL frameworks.
• Ability to work collaboratively with diverse partners and technical teams across multiple countries.
• Located in one of the specified coverage countries and able to work remotely.
