Monitoring, Evaluation & Learning (MEL) Expert

About the role

We are seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The expert will work closely with project partners to ensure robust results‑based management and evidence‑based learning across the programme.

Key responsibilities

• Develop and refine the programme’s MEL framework, including indicators, baselines and data collection protocols.
• Lead data collection, evidence consolidation and impact assessment activities.
• Provide analytical support and generate learning products for policy dialogue and stakeholder engagement.
• Coordinate with donor‑funded and multi‑partner stakeholders, ensuring alignment with EU funding requirements.
• Continuously improve MEL processes based on findings and emerging best practices.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
