Technical Support Consultant for Programme-Based Budgeting (Remote + Travel)

About the role

UNICEF is seeking experienced consultants to provide technical support to ten state governments for the implementation of Programme‑Based Budgeting (PBB) in the 2027‑2029 multi‑year budget cycle. The role is remote with periodic travel to the states.

Key responsibilities

• Develop the 2027‑2029 Medium‑Term Expenditure Framework for each state.
• Design and review pilot sector strategies (Health, Education, WASH, Social Protection) and Medium‑Term Sector Strategies.
• Strengthen institutional capacity of ministries of finance and related agencies on PBB concepts and implementation.
• Conduct sensitisation and training sessions for parliamentary finance committees and other oversight bodies.
• Lead the transition from line‑item budgeting to PBB, including the creation of state‑level transition plans.
• Support the establishment of budget monitoring platforms and citizen budget forums to promote transparency and accountability.
• Document lessons learned and challenges to inform scaling‑up across additional sectors.

Required profile

• Master’s degree in economics, public finance, social policy, development studies or a related field.
• At least ten years of professional experience in public financial management and international development.
• Proven experience in developing Medium‑Term Sector Strategies for health, education, WASH or social protection.
