Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on designing, establishing, and operationalising sustainable road maintenance financing systems across ECOWAS member states.

Key responsibilities

• Support the creation, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical assistance on sustainable financing mechanisms, including fuel levies, tolls, and user‑based fees.
• Review and draft legal, institutional, and regulatory frameworks related to RMFs.
• Develop transparent, decentralised, performance‑based financing models and accountability structures.
• Prepare technical guidelines, operational manuals, and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies.
• Deliver capacity‑building workshops, training sessions, and technical support.
• Contribute to monitoring, reporting, and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration, or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management, or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience working on infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
