Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on developing, harmonising and implementing transport policies and governance frameworks across the ECOWAS region, aligning with ECOWAS Vision 2050, AfCFTA and regional integration priorities.

Key responsibilities

• Develop, review and harmonise regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy actions between ECOWAS institutions, member states, regional organisations and development partners.
• Prepare transport policy studies, strategic analyses, technical reports and recommendations.
• Support implementation, monitoring and reporting of regional transport strategies and standards.
• Advise on sector reforms aligned with climate resilience, digitalisation and sustainability goals.
• Facilitate stakeholder consultations, policy dialogues and capacity‑building workshops.

Required profile

• Master’s degree in transport planning, public policy, economics, international development or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance, with at least 7 years focused on policy development.
• Proven experience in Sub‑Saharan African transport or regional integration programmes and donor‑funded projects.
