Deputy Representative Operations (P-5) – Fixed Term

About the role

The Deputy Representative Operations will lead UNICEF's operational functions in Niger, ensuring efficient administration, finance, supply chain and digital impact. Reporting to the Representative, the incumbent will act as Officer in Charge when required and contribute to strategic decision‑making for child‑focused programmes.

Key responsibilities

• Oversee administration, budget, finance, digital impact, supply and logistics to ensure value for money and compliance.
• Lead risk‑informed, results‑based management and provide analytical support for programme decisions.
• Drive innovation through technology adoption and digital impact management.
• Manage internal and external audit processes, responding to observations and implementing recommendations.
• Guide procurement and supply chain strategies, supporting governments and partners.
• Ensure facility management meets accessibility, sustainability and security standards.

Required profile

• Advanced university degree (Master’s or higher) in Business Management, Finance, Accounting, Public Finance or related field, or a professional accounting designation.
• Minimum 10 years of senior‑level experience in operations management, including budget, finance, supply chain, ICT and HR, preferably in humanitarian or development settings.
• Fluency in English and French; additional UN language or local language is an asset.

Required skills

• Proficiency with Microsoft Office applications.
• Experience with enterprise resource planning (ERP) systems.
• Knowledge of International Public Sector Accounting Standards (IPSAS).
