Senior Logistics Intelligence & Supply Chain Performance Advisor

About the role

The Advisor will support Niger's National Malaria Control Program (NMCP) in strengthening institutional capacities for logistics intelligence, quantification, data analysis, and supply‑chain performance management. The aim is to improve continuous availability of malaria commodities and reduce reliance on external expertise.

Key responsibilities

• Analyze logistics data from DHIS2 and eLMIS/Open mSupply, develop cross‑validation mechanisms, and create analytical dashboards.
• Lead the institutionalization of the Quantification Analytics Tool (QAT) as the national reference for supply forecasting and develop related SOPs.
• Design and monitor performance indicators for warehousing and distribution, building dashboards to track service levels and identify bottlenecks.
• Develop a supply‑chain risk register, define mitigation plans, and establish early‑warning thresholds for stock‑out anticipation.
• Support pharmaceutical waste management by creating tracking tools for expired or damaged products and monitoring incinerator activities.
• Transfer skills to national teams, formalize processes, and ensure sustainable technical capacity building.

Required profile

• Must operate without hierarchical authority over NMCP staff and without replacing national human‑resource functions.
• Should provide technical support, accompaniment, and capacity‑building within a defined advisory framework.

Required skills

• Proficiency with DHIS2 data management.
• Experience using eLMIS/Open mSupply logistics platforms.
• Advanced knowledge of the Quantification Analytics Tool (QAT) for supply forecasting.
• Ability to develop data validation, triangulation, and analytical dashboards.
• Expertise in logistics risk management and pharmaceutical waste tracking.
