Senior Logistics Intelligence, Quantification, and Supply Chain Performance Advisor

About the role

The Advisor will embed within Niger's Directorate of Maternal, Child, Adolescent and Youth Health to strengthen the supply chain for essential health products, from quantification to last‑mile delivery, in line with U.S. Department of State directives.

Key responsibilities

• Provide technical support for annual quantification exercises using the Quantification Analytics Tool (QAT) and adjust forecasts based on consumption data.
• Coordinate order management with partners, monitor delivery timelines, and prevent stock‑outs.
• Develop and institutionalize dashboards, performance indicators, SOPs, and standardized tools for warehousing and distribution.
• Strengthen the strategic use of logistics data (DHIS2, eSIGL) for decision‑making and early‑warning systems.
• Organize capacity‑building sessions and document achievements to build national technical autonomy.

Required profile

• Master’s degree in supply chain management, health logistics, or related field (highly desired).
• Minimum 5 years of experience in public‑health supply chain, including quantification and supply planning.
• Proven experience with U.S. Government‑funded health projects or similar international programs.
• Demonstrated ability to work in a matrix reporting environment and transfer skills to national teams.
• Excellent written and oral communication in English.

Required skills

• Hands‑on experience with the Quantification Analytics Tool (QAT) or comparable forecasting software.
• Proficiency in DHIS2, eSIGL, or other logistics information systems.
• Strong analytical capacity with data‑visualization and dashboard development tools.
• Ability to design SOPs, standardized tools, and quality‑control mechanisms for logistics data.
• Knowledge of early‑warning systems and pharmaceutical waste management.
