MEL, Performance & Milestone Evidence Lead

About the role

The MEL, Performance & Milestone Evidence Lead will design and manage the monitoring, evaluation and learning framework for Project AFGHS-P in Niger, ensuring that every milestone payment is supported by a robust evidentiary record.

Key responsibilities

• Develop, validate and maintain the MEL framework, strategic information framework, indicator definitions and verification criteria.
• Design and oversee the threshold‑to‑evidence matrix, evidence register and controlled evidence repository, coordinating with finance and operations.
• Plan and quality‑assure the preparation of milestone evidence packs, ensuring timely D‑15 drafts, MSHP sign‑off by D‑10 and GOR verification.
• Lead data‑quality activities, including DQA/DQR cycles, baseline/end‑line comparisons and improvement protocols with health partners.
• Produce weekly milestone tracker updates, progress reports and learning products for the PMO review.
• Build MEL and data‑quality capacity of MSHP counterparts and maintain decision logs and corrective‑action trackers.

Required profile

• Master’s degree in public health, epidemiology, biostatistics, monitoring and evaluation, data science or a related discipline.
• At least 7 years of experience in M&E for health programs, including 3 years on USG‑funded projects.
• Fluency in French and English.

Required skills

• Proficiency with DHIS2 and health information systems.
• Advanced Excel and Power BI skills.
• Statistical software such as R, Stata or SPSS.
• Experience with project tracking tools like Monday.com and SharePoint.
