About the role

NRC Niger is recruiting an internal Humanitarian Access & Safety (HAS) Adviser in Niamey, open only to internal applicants. The role supports principled, conflict-sensitive response design and implementation through analysis, operational support and technical guidance, and ensures sustained, quality access for NRC Niger. It combines advising on programme design and strategy with co-leading Niger's Access Working Group (AWG) alongside OCHA, and includes support to the security department.

  • AWG co-leadership and advocacy (40%): support periodic access strategy development, collect information from humanitarian actors, facilitate monthly AWG meetings, organise access training and workshops, roll out the NRC access monitoring tool, draft bi-monthly access reports and regional advocacy notes, and network with AWG members, donors and country directors.
  • Security support (20%): work with the Security Manager on access-related risks and mitigation, contribute to security plans, advise on engagement with conflict parties, support field security assessments, manage access incidents and maintain community and security contacts.

Required profile

  • At least 5 years of humanitarian experience in conflict, post-conflict or volatile contexts, including in a senior role.
  • Demonstrated experience in humanitarian programming and access, and in access negotiations with NGOs and/or UN agencies.

  • Fluency in French, written and spoken; working proficiency in English, written and spoken.

Required skills

  • Excellent writing and analytical skills.
  • Knowledge of the Sahel region, experience in coordination forums (AWG/HAWG or equivalent), risk management with implementing partners and remote management are assets.
