Head of Programmes – Strategic Development & Partnerships

About the role

The Head of Programmes supports the Country Director in shaping and implementing Welthungerhilfe’s multi‑annual programme in Niger, ensuring strategic alignment, quality standards and impact.

Key responsibilities

• Define programme direction together with the Country Director, using community priorities, partner insights and evidence.
• Develop a prioritized funding pipeline, from opportunity identification to proposal design and submission.
• Build and sustain relationships with donors, institutional partners and national NGOs, translating discussions into concrete collaborations.
• Ensure technical coherence, quality monitoring and learning through MEAL findings and community feedback.
• Lead the development of national technical and MEAL capacity, allocating support according to programme needs.
• Collaborate with Operations and Finance to align programme design with operational and financial feasibility.

Required profile

• University degree in a relevant field.
• Relevant regional experience in the Sahel.
• Systems and programme‑thinking approach.
• Donor experience with ECHO, BMZ, GFFO and preferably KfW.
• Strong proposal and report writing skills.
• Fluent communication in French and English.
